OK, I came up with one:
1) convince a web proxy like polipo or squid to use ECN marking on their
upstream, when the downstream starts to falter. This is a lot simpler
(in theory) than something like nRED as the two servo mechanisms can
talk to each other. It's hard because at least in polipo's case, it
wasn't designed to do that.
