Tc reports 127 for SFQ with the default qdisc

I managed to get ECN enabled in OpenWRT trunk, but the change was subse-
quently reverted.


It's enabled in cerowrt by default.

multiple hits on google... don't know what variant it is... my whole point with cerowrt was to be able to get *reproducable* results while fiddling with all the AQMs.
