A plain search on Google for "internet congestion" turned up a fairly
recent paper "The Evolution of Internet Congestion" 2009 - from MIT at:
http://mitas.csail.mit.edu/papers/Bauer_Clark_Lehr_2009.pdf

Not terribly technical - lots of good history and potential for non-tech
discussion.
