The point of plumbers is to cross different otherwise stovepiped groups.
In this case, I would expect potentially yes, as bufferbloat crosses
drivers, queue disciplines, TCP/IP stack, applications and tools.
But potential may or may not be real, depending on what people are
willing to sign up to present...
