The overall FTTH experiment is basically posing the question "what could
we use networks for if we took away the capacity limits?".

The homes run into a switch.  Traffic between homes is taken care of
without going further.  There is a 1Gbps link out of the switch to the
ISP.  We mirror the port that connects the switch to he outside world.
So, we have no visibility of traffic that stays within the CCZ.
