after reading this, I still have no idea wtf they are talking about.
Does it have IPv6?

Digital equity is about making equivalent bandwidth available to
under served communities.

It looks like a broad brush statement that
lower income and older people have less computers and smartphones.

That vision statement is typical political meta statement with
no direct action or policy.
