Agreed.
But, they are trying to measure:

         1G            1G            ?        7Mb/s           100M
desktop -----firewall ---- Internet ---- ISP ------- firewall ---- peer
                       ^^- sampling point

As I said, he is measuring at the location he can.
This is akin to measuring just on the outside of www.google.com.
