It measures my patience.

I downloaded this to my Android (hello from IETF 83 in Paris), installed it, and opened it. It presents a notice to the effect that using it implies that I agree to having the laws of the State of Georgia regarding ping, regardless of where I am, control my use of the stupid thing, and gives me no place to respond "yes" or "no".

What are the laws in the state of Georgia regarding ping?

Why do I care if I am in California or France?

Where on God's green earth is the checkbox you want me to check?

As near as I can tell, it's a waste of flash.

fatal error, uninstalled. Done.

Downloaded and installed it on my Galaxy Nexus with Android 4.0.2

It worked, but it seems to combine features that is default in 4.0.2
and a couple of other smaller apps.

Yes - and other apps like "traffic monitor" are more or less the same.
"Speed test" app seems better and provides the website like UI for speed
testing.

Ah, well. It is my hope that something that can adaquately measure latency
under load on 3g, 4g, and handhelds appears.

Well, you can use httping on android, if you can figure out how to also
generate load.

There is at least one bittorrent client for android, Ttorrent, which can run 
in the background. It has tunables for which connections it is permitted to 
use.
