I've finally managed to package netperf-wrapper and an up-to-date (i.e.
2.6) version of netperf for Arch, Debian and Ubuntu Linux.
For those interested, the packages are available in a set of package
repositories located at http://archive.tohojo.dk/ . There are README
files explaining the use and right package manager incantations to use
them.
I've tested these packages on Arch, on Debian Squeeze and Ubuntu 12.04
(precise) and 12.10 (quantal). Comments / testing etc is of course
welcome; this is my first foray into Debian packaging.
The Arch repository has a packaged version of Dave's debloat script as
well, with a systemd unit file to run it. I'm planning to package that
up for Debian and Ubuntu as well, but am taking a break for the night
after fighting the deb packaging tools for way too long... ;)

Once you've gotten some rest, I am interested in additional to the
netperf TOT to enable debian-style packaging. I asked the Debian
upstream person about it but haven't gotten a response.
happy benchmarking,

Sorry - TOT == Top Of Trunk - aka what one gets when pulling from
http://www.netperf.org/svn/netperf2/trunk

As to the first, a patch set would be great. As to the second, got me -
packaging is black art to me.

Ah yes, licensing - I guess netperf not being GPL would be an issue
there because the debian packaging scripts are themselves GPL?

I did send an email to the person I thought was the Debian mantainer -
didn't get a response from him though. Probably worth a second shot.

The main reason is to make it easier for others to create packages,
where others includes myself.
