Subject: [Bloat] paper: Tor's issues with bandwidth, latency, and congestion control

While I disagree with several of the suggestions on how to improve tor,
the description in the paper of the problems that tor has with
bandwidth, latency, and congestion is excellent, and apply to other
protocols' attempts at building
a reliable transport over a reliable transport.
