A friend in SF just got sonic fiber installed.

One of the things that bugs me on nearly every test I do of an ISP, is
the bloat doesn't start kicking in for ~22 seconds. Sure, it's totally
reasonable here (about 50ms on the upload, but a very slow start seems
to imply very small buffers doing this),

but to me it's a continued reminder for more people and more test
tools to test for more seconds, 'cause nobody actually only uses a
network for only 21 seconds at a time.
