"BQL allows to keep the latency independent of the packet size;
without BQL, latency increases with the packet size".
I've long said that tom herbert's bql was *the* first breakthrough
that made everything else possible in beating the bloat.
... and I keep hoping the devices that need it most - like dsl and
cable modems... get something like that.
(I also didn't know a ns3 implementation landed! +10 to the authors)
