I wanted to respond to this posting, and say that:

a) It's good to catalog all the places that buffers can exist in a system

b) Turning on fq_codel (and other things, such as bql...) will be helpful, and

c) Here are the incantations for popular OSs (I got stuck on this point...)

Any hints/incantations for me? Thanks.

The main one on Linux would be:

echo net.core.default_qdisc=fq_codel >> /etc/sysctl.conf

...at least, if I've remembered it right.

On ubuntu 14.04, I add a file named 10-debloat.conf in /etc/sysctl.d with
the following lines in it:

jg@thinkpad:/etc/sysctl.d$ cat 10-debloat.conf
net.ipv4.tcp_ecn=1
net.core.default_qdisc=fq_codel
