The command line tool is available to anyone now (Windows, OSX and linux), it does buffer bloat probing, using ICMP if run as root, and is immune to any browser issues. It can be downloaded here from the sticky:

So the task remains to find someone with (a) 250+ megabit/second, (b) showing bloat in the browser, and (c) is prepared to patiently verify it is a real thing.
