Not necessarily.  I don't have experience with Windows 7, but
generally MS clients have been able to resolve netbios hostnames on
the same subnet via broadcast name resolution even if the WINS server
is sick.  It's only when reaching across subnets that WINS is
essential in providing the flat namespace.
