I believe both evenroutes IQrouter as well as CZ.nic's turris omnia, fullfil your requirements. The IQrouter is even available on Amazon... Both allow to use cake and sqm-scripts, the IQrouter out of the box I believe while with the omnia a few missing packages need to be installed first.
