The capacity estimator operates on the incoming traffic, and is meant for
use with variable capacity links in ingress mode.  It doesn't measure the
average throughput.

The autorate_ingress option causes the shaper to track the estimate with a
slight scale down.  I find it useful for 3G, less so on 4G.
