currently out of tree patches are at:
http://www.bufferbloat.net/projects/codel/wiki/CakeTechnical

I do note we ran out of space in the api and need to add some more
stuff, but what we have is pretty stable going back to 3.13 or so. We
are a little behind on keeping up with 4.x.
