Same test, same duration, same bandwidth settings, totally repeatable
difference in results.
This is either a good result for cake or an erroneous one, or some
difference between how tbf
calcs things....

Looks like a really small burst parameter. This corresponds to the “leaky bucket pool” in my previous post.
