I'm really not sure it's valid to compare fq_codel on default settings (equivalent to rtt 100ms) to Cake on 1ms and 3ms rtt settings.  At such tight settings you're asking Cake to hold the queue down to a fifth of a millisecond, and we already know from L4S that's a fool's errand.  The internal overheads of the Linux kernel will give you delays of that order already.

At least include a run with Cake similarly on rtt 100ms, which is the default and what most Internet facing CPE would run.  You may well find that throughput improves significantly.
