  basic outline of functionality done...

pulled in non-working diffserv code. I swear I had this working...

the only major pieces missing at this point are

* HTB support
* argv processing
* Conf file processing
* sane red calculation
* Working versions of sfqred, enhance sfq, etc

So I accomplished nothing today that will show results.
And added a ton of broken stuff.

That said, the basic 'qfq' and 'sfq' models are unharmed.
