Added copy of current qos-scripts, calling it aqm-scripts
This is a fork of the existing openwrt qos-scripts system.
While I do hope to correct the existing qos-scripts and feed
them back into openwrt itself, it's
1) at least temporarily saner to retain the existing qos script
system (so as to a/b test the differences in performance)
2) there are tons of features in the cerowrt kernel that are
not in the openwrt kernel
3) At some point this will become a complete rewrite in lua.
