Expose ingress and egress latency targets in the GUI
Allow the user to specify latency targets independently for ingress
and egress. Only well formed, digits followed by one of the following
unit strings: s, sec. secs, ms, msec, msecs, us, usec, usecs, should be
used. In fact currently other strings are ignored, leading
to the qdisc's default target.i
