  updated copyright and changed link to point to bcp38 doc

This is still not quite bcp38 as defined for an ISP,
where they would reject IPs from outside their IP address
space. BUT it is well defined for a home with nat, and should
save on bandwidth when a natted network that doesn't exist
is attacked/pinged/etc.
