  Remove too early call to fiffserve() from simple.qos

Trying to run diffserv on ifb0 before ifb0 has been set up properly
 is a sure recipe for to create a number or netlink errors of the
 following type:
RTNETLINK answers: Invalid argument
We have an error talking to the kernel
Don't do that then...
