Cisco posted a note re: Bufferbloat and their PIE algorithm the other day. 

I added a comment that gives a little more background about the history of the problem, and acknowledges the work from the Bufferbloat project team, kernel developers, and other industry players to produce a good result.

Thank you Rich, for adding that comment.  I appreciate Cisco taking
bufferbloat seriously, but the article were a little too Cisco biased
towards who "invented" this stuff.

I can't fault Cisco for the article - they publish what suits their purposes. At least they mentioned Bufferbloat, unlike other vendors...

There's a bit of a discussion starting up on that page.
