Recently, LinusTechTips did a video showing how to "increase your internet speed up to 4x for free in 5 minutes". From the title, it sounds too good to be true - but LTT is actually somewhat reputable (though he *does* have a reputation for accidentally dropping expensive hardware while showing it off for the camera).
But it turns out he's talking about CloudFlare's new public DNS resolver, at the anycast addresses of 1.1.1.1 and 1.0.0.1, and he's perfectly aware that what it does is improve the *latency* of typical website access, and has no effect on what he calls "YouTube quality", which "relies on bandwidth".
So he seems like the sort of personality to be receptive to bufferbloat education. There are a few other reviewers who are probably capable of being educated, as well, though they're less aware up-front.
