Is setting byte_queue_limits not needed anymore? The sqm-scripts don't seem to set it.

It is not needed for sqm-scripts as BQL is not generally hit except at
large quantums for htb.

BQL is mostly only needed for ethernet devices that run at line rate.

No equivalent of BQL exists for wifi devices, sadly.
