Interop 2019 gave this an award?
I have to say, it reads like a clone of the Bell System Technical Manual (or some of the LTE spec).
In the tutorial it doesn't seem to say what problem it is solving.
But hey, maybe the IAB loves it? They seem to be clueless as hell about internetworking as a concept, seeming to think thet "interoperation" is irrelevant, and that the job of the Internet is to defend a collusion of big corporations from being accused of anti-trust violation, by colluding to exclude folks who aren't insiders from connecting to the Internet without paying incumbents.

I read this as basically Huawei and China led Consumers of Huawei kit.
I guess potentially if they can solve v6 fragmentation problems then I
would be for it, Segment routing, also should have been a thing for a long
time.

Yes.
I would not say that it's "IETF".
The IETF, as a group, doesn't believe in very much, sometimes not even running code :-(

I think that there are some good outcomes to simplifying all forwarding
silicon to doing IPv6, and making everything else be an overlay/adaptation.
