I think that it should run under cygwin; however, I seem to recall
someone reporting that the native cygwin 'ping' utility does not support
timestamping, and so can't be used. Installing fping should solve this,
but I don't think it's packaged for cygwin. If you're willing to look
into this, that would be great; I don't have a cygwin environment handy
to test it out myself... :)
