As everything has evolved significantly since, and struggles over the
email list have
not been particularly productive, I am considering rolling another
wack at this and
submitting it to tsvwg in time for the august ietf meeting.

As usual I lack time to pull it together and would love some
co-authors. Major additions would
have to include what gaming routers do, as well as docsis now does.
