I have long left out the test portions of sqm-scripts because
I didn't want naive users to select a cable modem emulation
thinking that would help. However, enough people have had trouble
doing the 3 lines of code required to do that for their own tests, to
make me think we might
as well create a tab and option to put that stuff in, and ALSO
do some filtering to not present other qdiscs when not available or
inappropriate.
