The good news:
Cyanogenmod at least for the nexus 7, possible elsewhere, uses the
backport'd wireless tree, which includes sch_fq_codel. The driver for the
wifi chip on that is not horrible (it looks like it is hooked up via usb or
spi tho)
the bad news is that cm is approaching a new release and fq_codel is not
compiled by default, it seems. It would be nice if it was... don't know who
to nag....
