:-)  It's going to be _my_ shortest LCA commute in years!  But I
certainly understand that it's really only practical from anywhere
outside NZ if you were coming anyway.

If you knew someone who was up to speed on the current state of the
art and coming to LCA anyway, and was interested in giving a quick
(say 10 minute lightning talk) "bufferbloat 2015: state of play"
update aimed at sysadmins, by all means point them our way.

Indeed, it's a great, practical, "why it happens" demo.  My thinking
is that sysadmins-in-the-field are most keen on keeping up on the "how
do I make it (much) less bad, quickly".  If the answer is "use Linux
distro released in last N years, get sqm, run it like this" then
that's a perfect lightning talk.
