[Codel] Working Draft Tutorial for Beginners on ADSL.

Greetings. I've been testing fq_codel on ubuntu server 14.04 and decided to
document the process of setting up the environment so far.
All appears to be working.
This will hopefully help others setup their environments.
Feedback would be great.

Hurray \o/ :-)

Finally someone is using "linklayer atm" when setting up tc/qdisc on
ADSL lines.  (Notice "linklayer adsl" is the same as "linklayer atm").
