One thing I had slammed into cerowrt years ago was support for the
multicast uftp tool:

http://uftp-multicast.sourceforge.net/

At my prompting the author added ECN support in 2014. While I just
pinged him again to see if he or a student of his would be interested
in looking at SCE,
I used to use uftp a lot while testing multicast in general, and we
might find it handy to have it around. The CE support is really easy
to understand at least.
