You're tough, Bill! I do not know any more about this program than
from the link, but it appeals to me at various levels. Notably: "Funds
are available for training, community/regional development, and
equipment purchases such as switches, optic modules, servers, and
routers." Not enough people really understand BGP, nor the need for an
internet to be an internet, and sometimes the capex needed to put in a
better switch or router, just isn't there.
So in particular, I would love to see efforts to make the need for
IXPs more understandable.
A couple weeks ago isoc also came out with a $12M program to support
internet resilience. I have been watching several WISPs boast today
how their networks stayed up (with adequate backup power and meshy
links) when their fiber competitors didn't, in the current cold/snow
snap...
I have been looking also, into cheaper gear that can do this job,
built around DANOS and SONIC. There's one switch for $1400 base cost
that looked really good, built around that.
Flaws:
This is support for the traditional IXP model, which does not include
middle mile/backhaul to another IXP hub.
It does, however, have a carveout for IP transit to attract CDNs, but
it's really not the same thing.
Doesn't have a carve-out for software development. I think it really
sad that so many seem to think that happens magically, and for free,
nowadays.

Well, paying PR firms to write web content is one way to spend $100M/year.

Having been doing this for thirty years, I can assure you that nobody who’s trying to build an IXP needs 0.005% of ISOC’s budget. They need information and experience.

Yep, Google will always take your money. Not sure what that would accomplish, though, other than to encourage Google to be more evil more of the time. Doesn’t have anything to do with IXPs.

Caveat: pure ignorance in the process of being mitigated at work in the
comments below.
I can see this initiative helping a situation like ours. As a non-transit
peer to our ISPs, we certainly do not qualify as an IXP in the traditional
sense. But we do have a potential impact on our peers as well as a possible
impact on the community at large, thus some education would be beneficial
(education almost always is not *not* beneficial...). We do have an
opportunity as an anchor institution to become a non-traditional IXP by
fronting Internet service to downstream partners via a unique model used by
our non-traditional ISP. So, my point is if any initiative strives to
provide education, I am in support of it. Especially, it has my support if
it helps to build out Internet access for both partner institutions looking
to bolster their access, as well as potentially allowing for
underprivileged community members to gain access via unique connectivity
infrastructures.
