Agree - and also not sure they have much of a realistic chance of a carve out. After all, small food producers don't get to opt out of food safety regulations and small car manufacturers cannot opt out of automotive build/safety/fuel economy regulations. From a consumer perspective - they should be confident that any rules apply to internet access no matter who provides it - one set of rules for all. :-)
