Agree - and also not sure they have much of a realistic chance of a carve o= ut. After all, small food producers don't get to opt out of food safety= regulations and small car manufacturers cannot opt out of automotive build= /safety/fuel economy regulations. From a consumer perspective - they should= be confident that any rules apply to internet access no matter who provide= s it - one set of rules for all. :-)
