So from that it looks like it does the under-load ping to somewhere else
than the nearest endpoint? Also, can you tell what the cause of that
spike just as the upload starts is?

Well as someone who likes to break networks, having these measurements
on 3g and GPRS as well would be interesting ;)

What's the reasoning behind turning them off for those?
