Selective ACKnowledgement in TCP does not change the in-order semantics 
of TCP as seen by applications using it.  Data is always presented to 
the receiving application in order.  What SACK does is make it more 
likely that holes in the sequence of data will be filled-in sooner via 
retransmissions, and help avoid retransmitting data already received but 
past the first "hole" in the data sequence.
