[Bloat] DSLReports Speed Test has latency measurement built-in

I just updated the Quick Test for Bufferbloat page to list DSLReports first (and call it the "Easy Test for Bufferbloat"). See http://www.bufferbloat.net/projects/cerowrt/wiki/Quick_Test_for_Bufferbloat

The page still describes the ping & speed test procedure if people want to use the old/harder test procedure.
