[Bloat] Cake "out of tree" on Debian

Hi,all.

Did you install cake qdisc to Debian 8.7 as usual?
I can not at follow debian. 

Linux debian 3.16.0-4-686-pae #1 SMP Debian 3.16.39-1 (2016-12-30) i686
GNU/Linux
