[Bloat] dslreports tests

If you scroll down to "best ISPs" I see a bunch of cable providers reporting
good looking scores that I'd not seen before. Virgin media with an A+? WTF?

Sky is kicking arse. Wow.  Etc.

As for the worst isps, well, I'm sad gfiber still has terrible upload
performance,
we demonstrated the advantages of fq_codel and sqm to them, long, long ago.
