The version of cake immediately prior to this did not do as well. This
version matched or beat the best of htb+fq_codel, fq_pie, and sch_fq.

Note that the bandwidth here for the unshaped baseline is from a
native cable connection, not an emulated connection. As is the
latency. We will have fully emulated cablemodem/CMTS results by and
by....
