[Cake] cake on linux 5.6 32 bit x86 might be broken

the bandwidth parameter is mis-parsed. this is stock kernel, stock 5.6 iproute2
looks like an alignment bug. Anyone running x86 on 32 bit? anyone
running this kernel on anything 32bit?
is 5.4 ok?
