<p dir="ltr">The capacity estimator operates on the incoming traffic, and is meant for use with variable capacity links in ingress mode.  It doesn't measure the average throughput.</p>
<p dir="ltr">The autorate_ingress option causes the shaper to track the estimate with a slight scale down.  I find it useful for 3G, less so on 4G.</p>
