  Add support for QFQ CBQ DRR SFB CHOKE packet schedulers and remove ESFQ

CBQ is of use in some scenarios
QFQ is a fast FQ scheduler, more flexible and more fair than SFQ
CHOKE is an advanced red-like AQM
SFB - a version of 'Blue'
ESFQ is obsolete and SFQ has all the same features rolled into it now.
