  cake: Add GSO peeling support to deal better with offloads

TSO/GSO/GRO offloads are very problematic, and needed on lower
end hardware to forward at gigabit rates. However they bulk up
packets when handed to an aqm/fq algorithm in ways that make
them malfunction.

Turning them off universally is what we used to do, but this
is a bad idea when other devices are present (e.g. ubnt edgerouter)
that need the gro stuff on.

This commit makes cake peel apart tso/gso/gro "packets" back into
being packets again.
