Some quick testing by toke shows that we do indeed have a problem
without this patch in place that disables the fq. Yea! Bugs! Maybe the
last bug! (aside from finding whatever is causing the spam filter
problem on these mailing lists) We'll see.

Those that wish merely to test the airtime fairness stuff should leave
this patch in, those that want to poke at possible causes of needing to
revert the fq stuff should pull it out... :/
